Ports and Harbour Security
The massive growth of shipping around the world and the globalisation of the container business has brought its own security problems and increased threats to Ports and Harbours worldwide.
The International Maritime Organisation (IMO) issued the International Ship and Port Facility Security (ISPS) Code as an amendment to the Safety of Life at Sea (SOLAS) Convention (1974/1988) on minimum security arrangements for ships, ports and government agencies with an effective date of 2004. The Code is a comprehensive set of measures to enhance the security of ships and port facilities, developed in response to the perceived threats to ships and port facilities in the wake of the 9/11 attacks in the United States. All international Ports and Harbours are required to implement the Code.
The threat of terrorist attack on naval bases, harbours, ports, oil platforms, terminals, underwater pipelines, shipping and coastal facilities remains a real and growing concern to all countries.
Terrorist organisations are now training operatives in diving techniques, and the risk of attack on facilities from diver teams is now very real.
